Dunn started having sessions of itsown legislature in 1861 after 10 years of wrangling between General Assembly and county officials about how best to handle law enforcement within the town limits When violence erupted between abolitionist protesters outside General Assembly meetings on King Street in 1865-66 Governor Andrew Johnson ordered state troops onto the scene which resulted in more than 100 arrests including 15 soldiers who killed 4 unarmed men while trying to disperse this peaceful demonstration
