's first black mayor Cornelius was founded in 1820 as a small town on the Pee Dee River, located about 25 miles northeast of Raleigh. In 1827, Cornelius became the capital of North Carolina. The town's first black mayor, Galt Keyes, served from 1828 to 1840. At that time, there were only three African American citizens in North Carolina. In 1862, Cornelius was briefly occupied by Confederate forces during the Civil War. After the war ended and North Carolina regained its independence, Cornelius reverted back to its former white status. From 1865 to 1870, Mayor Keyes served an extended four-year term as mayor without interruption due to his death at age 67 in 1850 after a long career in public service. In 1870, Mayor Keyes' widow elected Fayetteville native Thomas J. White as her successor; White would serve until he was impeached and removed from office in 1874 for bribery and other charges unrelated to his mayoral duties. In 1880 City Council named John Swayne president of the city; Swayne would serve until 1889 when he resigned due to health problems

Cornelius was a small town in the Piedmont region of North Carolina. It is now part of Jacksonville, Florida. The town was founded by Cornelius Webber in 1777. It was named for General George Washington and its first courthouse was built in 1781. The town had a population of about 2,000 people in 1840. In 1851 it had grown to over 6,000 people and by 1870 it had reached 10,000 people. By 1880 the population of Cornelius had fallen to 5,500 people. However, it continued to grow rapidly through the mid-19th century until it reached 14,000 people by 1900. In 1907 Cornelius became the seat of government for Duplin County which included parts of what are now eastern Jacksonville and western Stonington County. In 1912 it merged with Union County to become Duplin County again which included all of what are now eastern Jacksonville and western Stonington Counties as well as much of northeastern Polk County (now Tallahassee). The merger resulted in an increase in population from 12,500 to 16,500 citizens withinDuplin County alone between 1907 and 1912 The outbreak of World War I led to a significant decrease in population due to displacement or war-related mortality among residents—the largest such drop since colonial times according to one study—although Cornelius persevered through the war years with just under 1,200 residents at its peak during 1918–1920; however this level decreased slowly thereafter until reaching just over 500 inhabitants by 1940 due largely to wartime factors such as relocations (most notably Amherst), changes in housing stock (a result of World War II), technological advances (such as air conditioning) and natural attrition (due primarily to Social Securityletal effects).
