In 1861, during the American Civil War, Confederate General Robert Ewell surrounded Union General Pee Dee with troops at Rocky Mount while Pee Dee unsuccessfully attempted to flee across the mountain; on November 30th (or December 5th), 1861, Confederate General Jubal Early attacked Pee Dee's troops at Bentonville without warning or battle and routed them without losing any men; after this event Raleigh became an important military center for Confederate operations within Plantersville Parish (the portion including Charlotte that lay eastward along I-85) while Charleston took up arms against Confederate forces Tryon County west of town (in what is now South Charleston). For much of its history following Reconstruction (1868–1900), Charlotte followed a Democratic Party platform which favored social welfare programs such as free housing and healthcare for low-income citizens and emphasized education and economic development through industrialization and land speculation
