White Plains is a town in Westchester County, New York, United States. The population was 10,879 at the 2010 census. The name comes from the Dutch word "Wiep", meaning "hill" and "Plains," which are located to the east of White Plains. The first white settler in what is now White Plains was Nicholas de Molteni who arrived in 1624 from Holland. He named his land Westminster after the English city of Westminster Abbey. Other early settlers included John Schermerhorn (1627-1692), Elijah Fenton (1630-1714), and George hiems (1650-1710). Many of these men were prominent members of their community or counties and left tracts of land for others to develop. In 1807, Peter Cooper purchased 575 acres (225 ha) northwest of what is now White Plains from Nicholas de Molteni for $5,000. In 1814, he divided this property into two parts – one part became Westchester County and the other part became New York State. At that time, there were only five towns inwestchester county: Yonkers, Oneida Falls, Valhalla Hill, Vernon Hills, and White Plains; all but Valhalla Hill had been established by 1755 when Peter Cooper sold his holdings to James Lewisohn Jr., one of America's most successful farmers and civic leader

The law has since been repealed but it is still considered an important measure against gun violence. In 1994, President Bill Clinton signed into law the Brady Handgun Violence Prevention Amendments which required states with permits for Carry concealed pistols (CCP) holders to develop specific plans outlining how these permits would be issued and kept safe. States were also encouraged not issue CCPs until certain requirements had been met such as having at least one police officerLocated at each address where Concealed Pistol Licenses were being issued within 30 days prior to issuance date). The amendment also created funds specifically for financial assistance towards communities impacted by gun violence including areas with high levels of violent crime involving handguns (this funding has since expired).

The first known settler in White Plains was Nicholas-Jacques Conte, who arrived in 1785 and built a house on what is now Elmira Road. The first courthouse in White Plains was erected in 1802. The town's population peaked at about 60 people in 1800, but declined to 25 by 1825. In 1826, white farmer John Day founded the village of North White Plains on land he had purchased from one of George Washington's soldiers at Fort Niagara. The village rapidly grew and by 1830 it had a population of 100 people. By 1840, North White Plains had grown to 300 people and became an important stop on the Erie Canal route between Buffalo and Rochester. In 1847, local resident James Purdy sold his interest in the canal company to other investors for $1 million dollars ($ as of 2019). This event helped spur development around Watertown, which then became the largest town east of Hudson River after Albany became self-governing within New York state following its merger with New York City in 1898. A schoolhouse was built nearpresent day East Union Street and Main Street in 1850; this building served as both a public school and church until 1915 when it closed due to lack of students or money support; however, portions were restored (and are still used) as commercial buildings by current residents starting circa 2000 onwards
The town of White Plains, New York was founded in 1765 by Peter Minuit and his wife, Judith. The first settler in the area was Dutchman Hendrick Van Rensselaer. within a few years, other European settlers arrived, including Englishmen and Frenchmen. In 1797, the territory that now includes White Plains was part of Albany County. In 1814, it became part of the newly formed Erie County.
