By 1830 there were more than 20 mills operating in eastern Upstate New York alone In 1835-36 some developers attempted to start a railroads through what is now Eastchester and Putnam Counties but these plans fell through because investors could not finance them without selling off their holdings in other businesses or mortgaging their homes. Consequently, only two railways ever reached Westchester County: one running northeasterly along present day Route 68 near Saratoga Springs (to take advantage of mineral resources) while another ran southeast along present day Route 11 between White Plains Junction and Mount Vernon (to serve local needs such as manufacturing). This lack of railroad investment meant that goods flowing into or out of western New York passed through eastern Upstate until World War II when an express train arrived at Kingsbridge Terminal carrying coal from Buffalo to Syracuse; for much of this period no traffic passing through Westchestercounty stopped at Kingsbridge Terminal! The town was first settled in 1795 by John West and his family. In 1810, it was reached by an Erie Canal project. A post office called Westbury was established in 1814, and remained in operation until 1867. The townspeople constructed a gristmill on the Fayetteville Creek in 1824 and 1861; that mill still stands and is used for flour production today. In 1853, the Buttercups Ferry operated between Westbury and Canandaigua; it stopped operations after only one year because of low traffic. The first bridge over the creek was built near present-day Main Street (now Sherman Avenue) in 1865. The paper industry began to grow rapidly during the late 19th century; mills were built at Antrimsville (1886), Lockport (1892), Canandaigua (1900), Elmira (1901), Niagara Falls (1905), Rome (1907), Webster Heights (1908) and Westerlo (1909). The last company to close its doors in 1906 was Japp's Paper Mill which had been active since 1899 when Isaac Japp bought it from Brush & Company of Canada Ltd.. It closed due to competition from other paper companies operating in Buffalo/Niagara Falls area at that time including National Paper Company, Wm Hogg Paper Co., Canadian Imperial Tobacco Company's Borden Paper Division and American Filament Mills Incorporated's Mohawk Paper Division all of which would merge into DuPont Corporation within a few years. On December 9th 1913 local residents refused to sign an ordinance mandating racial segregation on public transportation system resulting in violence by white supremacists known as "the Black Hand". This event helped spur social activism across America leading up to the Civil Rights Movement
