The town of Westbury, New York was laid out in 1785 by Captain John Smith. It was named for the English country house, Westbury House, which was the first permanent settler in the area. The town rapidly grew and by 1825 had a population of over 500 people. In 1827, it became a consolidated village with full voting rights and an elected board of trustees. In 1845, the village voted to secede from Ulster County and become an independent municipality under the name of Westbury Township. By 1850, its population had grown to 1,500 people and it organized as a city on December 12th of that year. On October 15th of 1870, it merged into the larger city of Rochester with over 250 other municipalities within New York State.
