The name "Westbury" was given to the town by Sir John Westbury, 3rd Baronet in 1805. The first settler in what would become Westbury was David Livingston in 1793. In that year, he and his family moved from Newtown Square eastward along present-day Route 22. In 1807, William Phelps came to this area with his family and started a farm on the south side of the Mohawk River about two miles west of modern-day Westbury Village. He named it Phelps Place after himself and his brother-in-law Moses Phelps (1762-1832), who had come overland from Connecticut some years earlier as an agent for the British government under General George Washington's command at Fort Niagara. Phelps Place became known as Westbury because of its location near Westville on Lake Ontario. After Drury House burned down in 1814 while they were staying there, Revivals began among settlers around Phelps Place and they decided to adopt a new name for their community: "Westchester". On July 1, 1815 – three years after Western Reserve became part of Erie County – "Westchester" became a separate Town within Erie County when it split off from Newtown Square Township; but it reverted back to "Westchester" on September 25th of that year when all four towns united again into one entity (Erie County). The village which developed around Phelps Place grew quickly due to its close proximity to other villages such as Utica and Defiance; however, many residents left during or after the American Revolutionary War because they thought allegiance should be paid only unto England rather than America. Only one resident remained until 1830 when Captain Israel Putnam arrived with his family from Canada and set up house here permanently; he called this settlement Putnamville after his father's birthplace in Putnamsville Township on Long Island outside New York City where he also resided during most of his life. After putting down several rebellions by local Indians during the late 1800s – including a failed attempt by warriors led by Chief Joseph Brant to take over Fort Niagara – putnam's descendants gradually withdrew from public life until 1912 when their ancestor Colonel Isaac Nevin established himself here permanently as headmaster of Oneonta School District No 2 following an unsuccessful campaign for election thereto against incumbent Mayor James Condon Sr.. However even though MrNevin had successfully represented Oneonta School District No 2 at various levels both before and after 1912 he could never quite shake off what has been termed “theVillage Curse” which delays or prevents successful reelection bids ever being granted except twice since then! It wasn't until 1902 that Oneonta School District No 2 finally got its own mayor! James Condon Sr., who held office continuously until death in 1966 succeeded MrNevin but could never quite shake off “theVillage Curse” which delayed or prevented successful reelection bids ever being granted except twice since then... Another example can be seen in Utica where despite having won numerous mayoral races consecutively between 1948 & 1962 she still couldn't quite shake off what has been termed “theUtica curse” which delays or prevents successful reelection bids ever being granted except once since then! Eventually western areas located adjacent to Utica were annexed by Utica making it easier for businesses such as Ford Motor Company locating there instead of remaining downtown thanks largely to Governor Nelson Rockefeller who visited Utica frequently during those days! However even though MrNevin had successfully represented Oneonta School District No 2 at various levels both before and after 1912 he could never quite shake off what has been termed “theVillage Curse” which delays or prevents successful reelection bids ever being granted except twice since then!
