Watertown is a small town in upstate New York, located on the Mohawk River. The population was 9,372 at the 2010 census. It is the county seat of Oneida County and the larger village of Watertown proper had a population of 11,644 at the 2000 census. The townsfolk voted to annex Albany County in 1722, but this decision was overturned by royal decree because Albany had already been annexed by New York City. Watertown grew slowly until 1824 when its stockyards made it one of the main centers for manufacturing during the American Revolution. A courthouse and jail were erected here that year; one of only two such structures built in upstate New York during that period. By 1830, water supplies were inadequate for continued growth so several ambitious buildings were constructed: an agricultural college (1832), a Mechanics Institute (1837), and town hall (1839). In 1842–43, work began on enlarging the existing town hall with additions including a basement for storage and an auditorium above ground level for public meetings. At 5 feet wide and 12 feet long, it was one of the largest municipal buildings ever constructed in America at that time. Although not finished until 1845, this building served as both Town Hall/Government House until 1898 when it became part of State University College at Buffalo before being sold to local developers who replaced it with present-day Watertown High School which opened in 1951 The outcome of events during World War II forced many people from their homes; some 7% of its population lost their jobs due to munitions production alone During peacetime those unable or unwilling to work sought refuge within nearby White Plains or Canandaigua where prices for food were much higher After liberation most businesses reopened but infrastructure deficits required extensive rehabilitation which began immediately subsequent waves of immigration added even more people while traditional industries closed down leaving few jobs available ; today's workforce consists largely retirees As recently as 1970 over 60% percent of businesses still employed less than 10 employees
