Eisenhower took office in 1961 promising to open up New York State for business interests through deregulation which led to heavy job losses throughout much rural New York state during his term culminating in mass layoffs within Watertown itself resulting from Governor Nelson Rockefeller's Paterson Plan which efforts were formalized through legislation enacted by then-Senate Majority Leader Robert Dole three days later - debate over whether or not to make NY State an open market policy ultimately leading to Nixon being elected President four years later despite serious economic consequences for many communities across NY state due to high atmospheric carbon dioxide levels associated with rapid industrialization - all this while major portions ofNY state remained closed off from business investment because environmental regulations had yet to take hold?
