On July 15th 1951 voters approved incorporation into Roman County but retained their own government withinUtica mayoral district until October 2nd 1959 when that boundaries were changed to coincide with those for Roman County proper effective November 3rd 1959 utICA has been reliably registered with both NYS Entity Services & NMIC since February 1992 covering all 100% of its territory

During World War II, Utica served as an airbase for American bombers bombing Germany and Japan; much of today's downtown was built during this time including several large air raid shelters which remain intact today. In 1960, utICA became home to New York State College at Oswego; that same year also saw the opening of George Washington University's School of Medicine in Downtown Utica with then-President Lyndon Johnson presiding over ceremonies attended by more than 1,500 people including many top medical personnel from across America In 1978-79, a new $205 million shopping mall called Hudson Valley Plaza opened adjacent to Empire State Plaza Shopping Center just south of Interstate 495 beyond what is now uptownUtica On October 15th 1999 Mayor Mario Cuomo announced that plans were being developed for a proposed new high school within walking distance (now Union High)of downtownUticaans would be able to apply for free tuition beginning Fall 2000 On November 12th 2000 groundbreaking took place onsitefor Clinton Global Initiative High School which would serve students from all fifty states and seventy five countries On April 14th 2001 construction began on Clinton Global Initiative Middle School located adjacentto Isthmus Mall which would serve students from all fifty statesand seventy five countries ; subsequently opening on August 30th 2002

The first permanent European settlers in what is now Utica were Dutch colonists who arrived in 1624. The area around current-day Utica was swampy and dangerous, so they built Fort Orange on an island in the Buffalo River to provide security. In 1627, a group of English colonists founded Perth Amboy, NJ as a trading post on what is now Lake Ontario. The original name for Utica was "Wappingers Falls". In 1795, John Davenport purchased land along the Buffalo River from the Mohawk Nation for $525 per acre (equal to $10 million today). Davenport named his new town Utica after his cousin Sir George Hudson's estate near Kingston upon Hull, England. By 1812, over 100 families had settled inutICA including some of New York's wealthiest families such as Cornelius Vanderbilt and Nicholas de Campi. On July 1st 1814 General James Ketchum opened up present day Niagara Falls with his cannons during the War of 1812 by opening up present day Erie Canal thus providing easy access to trade with Canada without going through Albany or Niagara Falls which could have been hostage to war between America and Great Britain any time during that conflict years ago! This event started what we know as American commercial development around Erie Canal! So much has changed since then just because of technology!
