In 1814, following engagements with Native Americans at Chemung and Monadnock Rivers settlements near present day Troy (the Battle of Crooked River), General John Brown led an army against Fort Niagara on July 12th; Brown's Raid destroyed most or all of what is today downtown Toronto before being repelled by British troops under Lieutenant Colonel William Howe on October 17th (the Battle of Queenston Heights). When news reached America that General George Washington was winning against Major General Alexander Hamilton at Yorktown in Virginia on September 11th (the Battle of Monmouth Junction), many settlers decided to return home rather than fight for their country again; about one-third returned to Troy within six months after news reached America about Washington's victory. Following the war and until 1830s taxes were levied unsuccessfully trying to bring new residents to fill up land available for development outside what is now downtown Troy; parts such as North End became rundown industrial areas while other sections such as East Side are still bustling with retail businesses today known as Olde Towne Mall spearheaded by local entrepreneur Clifford Hays & Partners beginning in 1951 when it opened adjacent to Joe’s Pizza across from High School #2 where IMAX movie screens currently reside On January 1st 1870 – just three years after its incorporation – Albany County erected a “Statute Book” containing ordinances passed since its organization including: Articles relative thereto setting forth rules respecting property qualifications etc., Constitutionally prescribed fines etc., Incorporation Bylaws…and minutes thereof which form Appendix V To The Original Records Of Albany County
