In 1795, an act was passed that authorized the use of pepper spray on suspects in New York City. The law called for a warning before the spray was used and for the suspect to drop whatever they were holding. The Spray Act also allowed arrest without warrant if pepper spray was used while inebriated or under the influence of drugs. In 1971, New York City enacted the NYPD's Pepper Spray Policy which limited its use to situations where it could be effective and safe. In 1984, a state appellate court ruled that pepper spray can only be used as a last resort after other methods have failed and is not justified as a form of punishment or self-defense. In 1990, New York state amended its Pepper Spray Policy to allow officers to deploy tear gas when necessary to disperse crowds gathered for civil rights demonstrations.

Suffern is a town in Saratoga County, New York, United States. The population was 5,611 at the 2010 census. The town is part of the Albany–Schenectady–Troy Metropolitan Statistical Area. The first settler in Suffern was Nicholas Prentice who arrived in 1793. In 1814, Joshua Morse settled here and built a gristmill on the south side of the Mohawk River. The mill continued to run until 1872 when it was destroyed by fire. In 1800, John Stephenson moved his family from Schenectady to Suffern and established a sawmill and gristmill there. His son James ran the mills until 1865 when he sold them to David Muller for $12,000 dollars. In 1880, David Muller built a home here which he called "Muller House". He died in 1886 and his wife Frannie sold it to Augustus Herrick in 1889 for $10,000 dollars. A post office called Suffern had been established in 1801, but did not take hold until 1804 due to the location being too far from Schenectady for mail service to be transported by horse or cart alone. In 1830, Samuel McIntyre set up a tannery near modern-day Uniondale Road and Mohawk River Boulevard which operated until 1935; it produced steer hides (a type of leather) that were used mainly for clothing manufacture outside of North America at that time. The Town Board voted on December 6th 1897 to change its name from "Uniondale" to "Suffern", as recommended by an election committee chaired by Supervisor George Wirths Jr.. On May 25th 1898 Supervisor Wirths presented resolutions recommending that all towns within Saratoga County adopt new names based on historic events or places associated with them such as Uniondale (founded 1792), Westchester (1795), Southampton (1802), Easton (1807), Oneonta (1821), Greece Village (1924) etc.; this resolution became effective on July 1st 1898 when suffern became an official town name under New York State law . In 1901 Judge Edwin Dyer filed suit against Secretary of State Cyrus Vance challenging Vance's decision ordering all towns within Saratoga County except Oneonta and Scotia Heights/Peekskill to change their names; this suit led to the creation of the NYSCO Administrative Law Judge system which helped resolve many legal disputes among towns throughout New York State . In 1916 Andrew Salsbury opened what would become known as Salsbury's Department Store at 209 Uniondale Rd., now part of Macy's main store complex across from Interstate 90 just east of Route 12 west of exit 274A off I-90). This store would serve as one stop along Main Street serving both locals and guests travelling through Saratoga County . It is still open today with additional units located at 150 Orange St., Clinton Township Offices at 375 South Frederick Ave., Aurora Plaza Shopping Center off I-190 north between Routes 12 & 23 east of exit 274B off I-90 near Genesee Park ,and 350 Elmira Rd., previously occupied by Wegmans before being demolished in early 2018

Suffern, New York is a town in Rockland County, New York, United States. The population was 1,531 at the 2010 census. It is part of the Rochester metropolitan area. The first post office in Suffern opened on February 15, 1824. Suffern's history can be traced back to 1795 when the village of Suffern was founded by farmers and frontier settlers from Ulster County and Eastchester County on the east bank of the Susquehanna River. On February 15, 1824, suffern's first post office opened with Wm. Burch as its first clerk. In 1828, James Kapp (a surveyor) laid out what would become Suffern Village on land that he had bought from the Canandaigua Mohawk Tribe for $1 million dollars. Kapp named it after himself and his friend and neighbor Moses Potter who had also donated land to form Pottertown on the west bank of the river near where Suffern now stands. In 1850-51 John Ligon established a mill here that still operates today as Ligon’s Mill #4 & 5. On October 9th of that year, during one of Buffalo Bill Cody’s western exhibits at Rochester’s Main Street Theater basement club room there was an animal show including buffalo calves being milked by cowboys led by Cody himself – this event forever immortalized in Cody lore as "The Wild West Show." During World War II more than 20 miles (32 kilometers) of UJA-Federation railroad were buried beneath waterlogged forest so that Allied munitions could be unloaded without damage or loss to infrastructure or people downstream; this project is known as “The Surrender Project” because all but two percent (2/20) of what was done remains today). After 1945 a small community sprang up around Lackawanna Dam which provided jobs for many residents until 1975 when mining ceased operations due to concerns about acidic rock located near Unit 2 Minehead caused surface water levels to drop so low that access became difficult if not impossible for most residents; this site is currently home to HDZ Landfill Incorporated whose operations date back to 1971 when they acquired title to part of Lackawanna Dam just upstream from Units 2 & 3 Mineshafts). As late as 1970 only 10% of suffERN’s present day population over age 65 possessed driver’s licenses; however since then many limitations have been placed upon those over 65 such as having no choice butTo use physical transportation insteadOf travelingBy bus Or train That frequently drops off passengers near their residences thereby depriving them Of any opportunity To shop At local stores And enjoy all That SuffERN hasTo offer both insideAnd outside Of Town Limits!
