In 1825, Alexander Hamilton proposed creating a new county based on present-day Monroe and Wayne counties instead of extending them southward into Seneca County as had been planned; however, no action was taken until 1832 when Senate Bill 5 were introduced which would create Genesee County from parts of Wayne and Monroe counties along with portions of Clinton and Oswego counties. A referendum approved this plan on November 3rd, 1833; however some residents objected to the new boundaries because they felt their homes lay within Seneca County's old limits. On February 12th following the vote boundary changes were ratified by Congress under section 10(a) of the United States Constitution as detailed in Article I Section 8 thereof On December 12th 1830 local officials convened a meeting at White Hall pursuant to an order from General George Washington seeking suggestions about ways best To promote agriculture in our district situated between Buffalo neck river & lake Ontario
