The city was founded on July 24, 1799 by General George Washington and his army during his retreat from Saratoga Campaign. He ordered Captain John Glover to establish an encampment at what is now Elmira), near where he would build Fort George Washington later that year. This event helped lay the foundation for Rochesterville – also called “Washington’s Village” – which would become one of America’s most important settlements northward into Canada- until it fell victim to British forces at Battle of Saratoga in 1813
