Poughkeepsie, New York is a town in Ulster County, New York, United States. The population was 10,711 at the 2010 census. It is part of the Rochester–Niagara Falls Metropolitan Area. Poughkeepsie's history dates back to 1777 when it became a port on the Susquehanna River and served as an important commercial center for central New York until 1825. In 1827, Poughkeepsie was made the county seat of Ulster County and remains so today. The first permanent settler in what is now Poughkeepsie was Nicholas Saratoga who arrived there in 1777 with his family from Connecticut. He built a small cabin on the banks of the Susquehanna River and named his new settlement after himself, which he called "Piscataway." By 1800, many Germans had moved into Poughkeepsie from southern Ontario because of good farming opportunities in that area. One German immigrant, Johann Friedrich Hesseltowski (1758-1824), started a sawmill on the river bank near what is now State Street and built several other mills over time including one known as the "Hessner Mill". From 1815 to 1830, Poughetstown Township was formed from portions of Westchester County east of Kingston Pike. The township's only store was located at what is now Main Street and Clinton Avenue in downtown Poughkeepsie. For most of its early years as a township, Poughetstown functioned more like an agricultural society than a municipal government; residents gathered together to discuss farm issues and make decisions about how their village should be run. In 1830, however, when Orleans Parish absorbed parts of westchester county along with Schenectady County (renamed Albany County) to form New York Territory under President James Kapp's executive order No. 9½; all vestiges of local government were lost within days when Albany County began exercising its full authority under state law by annexing both Schenectady and Queens Counties without any prior notification or vote by either community's residents or trustees... In response to this unilateral act by Albany County authorities (a direct violation of provisions authorizing self-government through township elections), grassroots activism among local farmers led to successful protests against annexation that eventually forced Albany County officials to rescind their annexation decision... On November 11th 1861,...the last day before NY statehood was granted…the trustees voted unanimously to disband the township because there were no longer any resident Trustees or Members available... At 1:00 pm EST on January 1st 1862,...the last record shows that there were still no active Trustees or Members present at our old disbanded Township Headquarters located at 5 Main Street where we used to meet monthly for business purposes."
