The first firearms in Port Chester were muzzleloaders and pistols. The first cannon was built by Colonel Isaac Watts in 1792. In 1834, the town of Westchester County established a gunnery school and arsenal. This allowed for the importation of artillery from abroad. In 1847, two cannons were imported from France to provide artillery for Fort Erie and Fort Niagara on the Ontario side of the Niagara River. In 1848, a powder magazine and armory were constructed at what is now known as Main Street in Port Chester. This armory was used to store ammunition for both military purposes and local law enforcement. In 1855, a new powder magazine was erected at Fourth Street and Broadway in downtownPort Chester to serve as the home of the town's rifle company militia. The magazine became operational on November 1st that year. In 1865-1866, portchester residents contributed $5,000 towards the purchase of three guns from Hartford Arsenal in Connecticut which would become part of the town's First Battalion (2nd Regiment) Militia Armory Precinct #1. These cannons became known as "The Moses Guns". On October 15th 1870 an ordinance was passed by the Town Council authorizing licensed gunsmiths to sell arms to civilians without having prior written consent from Mayor John Coyle or other representatives appointed by him with duties pertaining thereto including but not limited to keeping records of all sales; providing information about caliber, specifications; charging rate for services rendered; taking possession of arms when surrendered; impounding arms upon conviction thereof; making returns annually...On January 9th 1888 an act entitled "An Act To Make Certain Provisions Regarding Firearms"was passed by Council authorising issuance of licensees with certain qualifications...This act provided for licensure as follows: Licensees shall be holdersof a valid state driver's license or passport duly authenticated by county sheriff...No person shall carry any firearm unless he has been issued a license under this section...Licensees shall display their license number on each pistol grip or stock so that it can easily be seen during firefights or while carrying firearms into any building... Licenses will expire one year after date they are issued Unless renewed witout prior written consent From Mayor John Coyle Withdrawn effective February 28 th 1889 By Ordinance No 887
