Kappamine selected Plattsburgh as one of four towns along its route because its location would make it easy to construct locks – essential for implementing Jackson's plan – while also providing access to farming areas farther downriver. On November 3, 1836, President Jackson signed legislation creating Schoharie County out of portions of Sullivan and Orange counties; Plattsburgh became one of the original seven counties in this county.
