The land that makes up Plattsburgh was first settled by refugees from Europe during and after the American Revolution. By 1824, Plattsburgh had a population of only seventy-five people. In 1827, General James Wilkinson donated three tracts of land to residents for development as a village. On July 25, 1829, the Village of Plattsburgh was chartered under the name "Newmarket." On February 26, 1830—the day before Albany became an incorporated city—Newmarket changed its name to "Plattsburgh". In 1847, John Geddes built Plattsburgh's first cotton gin on what is now Main Street. In 1865–1866, construction began on what would become America's first electric power plant; it opened in 1870 and continued operation until 1942. In 1898–1901 investor George Peake developed some nearby properties into an agricultural township called Easton which later became Schenectady County (now north-central New York). During World War II much of the town was destroyed by bombing raids by American aircraft; most buildings were rebuilt or repaired using local materials and techniques unavailable when war began. The town economy suffered greatly from these bombings but recovered rapidly in postwar years with new businesses opening up throughout downtown and elsewhere in the community. In 1824, during Buffalo Bill's Wild West Show at Saratoga Springs Battlefield Park (now Schenectady Battlefield Park), Battle Creek Native Americans attacked about 100 white men who were driving cattle across the battlefield into Canada for transport to market; most of the attackers were killed but two were captured and brought back to America where they provided evidence against Sitting Bull and his allies during trial before Ulysses S Grant's army at Fort Laramie in Dakota Territory on July 6th 1865.. On January 1st 1860 residents of Utica Village voted not to ratify the Federal Constitution because it did not recognize statehood for New York City until three years later on January 1st 1867….. By 1830 there remained only one rural seat remaining unincorporated within Kings County: Williston…. [This] led to widespread ire among farmers feeling left out by incorporation into larger towns while platted villages flourished around them…."
