In 1849, when the United States acquired New York from the French, Plattsburgh was one of the first places on American soil. The town was founded by Nicholas-Jacques Conte and named for his hometown of Plattsburgh, in Upper Canada. By 1861, Plattsburgh had a population of 581 people and was an important stop on the Underground Railroad. The town's wooden structures were replaced by brick and mortar in the 1870s. In 1892, Plattsburgh became a city with its own government and mayor. Today, it is a small community that continues to be an important cultural center for central New York. The town's history can be traced back to four brothers who settled there in 1795: Nicholas-Jacques Conte (1684-1750), Jean-Baptiste de Champlain (1711-1776), Pierre De Montcalm (1758-1825) and Michel De Montcalm (1763-1820). All four men were natives of what is now Quebec City, Canada; consequently they had no connection to America until they came overland via New York City in 1795. Nicholas-Jacques Conte arrived first but soon after moved his family northward to what is now Albany County because he felt that conditions in Ontario were too hard for them. With two exceptions—Pierre de Montcalm’s brother Antoine de Champlain stayed behind and founded Niagara Falls—the other three brothers left North America for good in 1800 due to religious differences over Christianity vs Catholicism which then prevailed in most of Europe at that time. Living conditions didn’t improve much until after General George Washington’s soldiers sacked Montreal during the Napoleonic Wars creating a need for new settlers across Canada as well as workers needed for war production such as saltpeter mining operations etc… In 1819–21 Thomas Jefferson sent James Montgomery from Philadelphia with $10,000 US dollars to purchase 1,200 acres [540 hectares] east of present day Plattsburgh “for general use or settlement by white men only without distinction as coloured men or Indians” Creek Road being designated as this land grant…. This area would eventually become known as Slavery Row/Downtown Business District today home to many businesses including Wawa Coffee Company et al…. Although he failed several times throughout his life James Montgomery did manage finallyto secure passage thru our Passageways on November 15th 19th 1830 For those reasons we consider him our founder….. After years of debate between various groups all connected through James Montgomery we finally laid our foundation stone September 25th 1830 Our first Mayor was John Purdy who served from 1840 until his death on February 3rd 1851….. After Mr Purdy’s death David Levy took office January 1st 1850 until March 2nd 1860 before being succeeded by Alfred Tompkins Maynard October 20th 1865 Till date Dr Levy has been our only Mayor ever!
