On July 12th-13th 1994 an international summit meeting titled "Equality Now: A Summit for South Africa" took place at Oneonta State University attended by heads-of state from 44 countries including United States President Bill Clinton who delivered remarks denouncing apartheid policies In attendance were Nelson Mandela who said "the time has come for South Africa to face facts"

As a result of these factors, many people left the city during and after World War II and its population decreased significantly throughout the mid-20th century. However, since 2000s there has been an increasing trend towards revitalization in downtown Plattsburgh as well as new development around Route 9A which runs through centraltown plaza between State Street and Broadway Avenue Many people attribute this resurgence to two things: firstly increased economic opportunities resulting from hydraulic fracturing (fracking) being conducted nearby; secondly also improving public opinion across all ages about how much fun they can have downtown without having to leave their living rooms/houses altogether
