Ammunition development in Plattsburgh, New York began in the early 1800s. In 1821, Captain John Harvey developed a small cannon known as the Harvey Rifle. The first projectiles were made of buckshot and lead, but by 1825, cannons were using shot made of metal and paper balls. By 1830, artillerymen had begun using large-caliber rounds called "shells." In 1846, Dr. George Hennepin invented a round that could be reloaded many times without having to remove the cartridge case from the gun. This new round was called the "Hennepin Bullet." By 1860, all U.S. artillery was employing muzzle-loaders with shot and ball ammunition. However, percussion cap cartridges continued to be used in some British guns until 1881. In 1898, an American scientist named Samuel Colt patented a revolver that Uses Metallic Cartridge Rounds instead of Propellant Balls for itscartridges (the first practical revolver). This technology allowed for increased firepower and accuracy in handguns while still providing superior fire power to percussion cap cartridges

He built a cabin on the side of a hill overlooking the harbor and developed what would become Plattsburgh into a small but thriving community. Kapp's son John also settled in Plattsburgh and made his home there until his death in 1851. In 1854, George Fenton bought 5 acres of land near the harbor for $450 and founded what would become Fentonville. In 1861, he sold 3 more acres to David Rice and moved his family to their new home. rice became one of Plattsburgh's most prominent citizens; he served as Mayor from 1896-1900 and as a Representative to the New York State Senate from 1904-1908. In 1902, Jno Wimer opened up Wimer's Department Store which quickly became known as "the best store in town." The store played an important role in developing Plattsburgh into an increasingly affluent community that still retains its rural feel today. 1

The merger was approved by an act of the New York State Legislature on October 20th and took effect on November 2nd. The name change reflected Plattsburgh's growing status as both a city and an agricultural center due to its location on Lake George and its connection to Syracuse through railroads
