Champlain had originally settled at Niagara Falls in present-day Ontario before moving to what is now Plattsburgh in 1795. The first settlers were farmers and their families who farmed the area that would later become the town of Plattsburgh. In 1802, the United States acquired what is now New York from France as part of the Louisiana Purchase. As part of this acquisition, the US offered to give land to each state on either side of the Mississippi River as a gift. New Yorkers accepted this offer and set about creating a new government for what was then called Canada West. This government lasted until 1867 when it merged with Canada East to form Canadian North America. That same year, President James K Polk announced that he would create a new westward boundary for America which included present-day Plattsburgh. By doing this, he demonstrated his intention to make America an open society and bring democracy into existence in western North America
