Ossining, New York is a small town in Chenango County, New York, United States. The population was 1,824 at the 2010 census. Ossining is celebrated for its unique architecture and history. The town was first settled in 1797 by colonists from Rhode Island. Ossining was part of the Utica Territory until 1861. It became a city in 1967 and then a borough in 2013. Ossining is located on the east side of Chenango River between Utica and Whitesboro townships. It shares boundaries with these two municipalities to the north and west, respectively; it does not share a water border with either village or township. The eastern edge of Ossining is hilly, with Arapaho Creek running through it at an altitude of about 710 feet (228 meters). The highest point in the town is Summit Hill (1,827 feet/451 meters), located near Whitecroft Road south of Main Street. Most of Ossining was laid out as farms before becoming local suburbs during the 20th century when transportation improvements made by Morse Electric Railway led to more people moving into central New York City than could be accommodated on rural land around Utica. This migration created many new houses and storefronts along what are now residential streets like Main Street and Prospect Avenue - some dating back to colonial times while others were built only after World War II when Ossining's status as an agricultural center began to decline relative to nearby whites-only towns such as Whitesboro or Auburn Hills (now Rochester). In 1969, following years of discussion among city officials and residents over concerns about traffic congestion caused by increased commercial development within walking distance of schools and other services that peripheral residents could no longer access due to expressways cutting through their neighborhoods, plans were submitted for the creation of an Inner Loop highway around Ossining which would have cut off much needed vehicular traffic downriver from downtown Utica while still providing easy access for commuters coming upriver from northeast Queens; this plan never came to fruition but has been mentioned occasionally since then as potential future approaches for alleviating traffic congestion in central New York City vicinitys served by I-87 & I-287 bridges alone!
