In 1814, Oneonta became an incorporated town with a population of 1,500 people because of its location on Fishkill Creek between Utica and Rome Streets on what is now Route 9 north of Interstate 81. It had been home to a few families since 1792 but most settlers came during the 1800s when forest management changed hands several times and new growth occurred along Fishkill Creek which provided waterpower for mills and transportation for goods wagons upriver to Syracuse. The townspeople were hard working farmers who built churches and schools as well as stores and residences until World War I when they began moving away for wartime jobs in other towns throughout Upstate New York. In 1951-1952, construction started on what would become known as The Mall which served as one of two shopping malls located in Upstate New York after Buffalo's Main Street Plaza went bankrupt following years of heavy investment by its developers (the other mall was opened by Sears Roebuck & Co.) After many years closed due to lack of customers or competition from larger malls elsewhere in Upstate New York, The Mall reopened under new ownership in 2000 as an flagship store for JCPenney Inc., becoming one of only a few anchors remaining inside that once prominent downtown retail district today known as "The Mall".
