Oneonta is a small town in the Mohawk Valley of Upstate New York. It was first settled in 1724 by Peter Schuyler and his family, who built a log cabin on the east bank of the Susquehanna River. Oneonta was officially incorporated as a village in 1825. The original millinery business at Oneonta was started by Mrs. John Cramer in 1855 and continued until 1972. The village had an annual population of just over 1,000 people as of 2010. The village has been successively occupied by German, Dutch, French, and American settlers. In 1848, Oneonta's post office became the first in upstate New York to be established with mail service from Buffalo (now Buffalo Niagara). On July 3, 1860, during the American Civil War, General Ulysses S. Grant's army passed through Oneonta on its way to battle Confederate General Robert E Lee at Appomattox Court House south of Petersburg, Virginia; about 6 miles north of Oneonta on US 11 near modern-day Palmyra Junction Grant ordered all male citizens over 21 years old to report for duty within two hours or face military punishment; many men chose not to go because they were too young or afraid. About 150 residents volunteered for military service but only six receivedfield commissions: Captain George M'Intyre (1st Howitzer Co., NY Volunteers), Second Lieutenant George Fenton (3rd Artillery Co., NY Militia), Sergeant James Hickey (4th RegimentNY Veteran Infantrymen), Private First Class Elias Howe (7th Regiment NY Volunteer Cavalry) and Private First Class Alfred Jansen (2nd Regiment NY Volunteer Infantrymen). All six officers received brevet promotions: Captain M'Intyre became brigadier general; Second Lieutenant Fenton became major general; Sergeant Hickey became lieutenant colonel; Private First Class Howe became captain colonel; and Private First Class Jansen became major general ().
