On November 9, 1868, Olean, New York became the home of the first police department in America. The department was established to keep Olean and its citizens safe from crime. The early days of the Police Department were difficult. Officers had to be able to walk around town and look for criminals. They also had to be able to read and write because many crimes were committed in dark alleys without anyone being aware. In 1923, the Police Department moved from its original location on Main Street into a new building on Third Avenue which became known as the "Haggen Building." In 1951, the Haggen Building was replaced by a new building which is currently known as the "McDonnell Building." During World War II, when New York City was under military occupation, most of the local police forces were disbanded or converted into military units. However, in 1943, NYPD Inspector General Joseph Papp created a Special Unit 1DE (Unit 1 Detective Division) to serve as an independent law enforcement agency within the Manhattan Borough President's Office. This unit served as an auxiliary force for Mayor Fiorello La Guardia until his takeover of city government in 1946. From 1951 until 1962, Detective Sergeant John McDonnell lead this unit which was known as "The McDonnell Gang." The gang's activities included policing night clubs and other areas where liquor could be sold illegally. Because they were not subject to regulation by city hall or any other authority figure they enjoyed some level of impunity which made them a major threat both to public safety and public opinion. After Superintendent Norman Kretschmer took over command of NYPD’s homicide bureau in 1962 it became clear that such activity would not be tolerated and The McDonnell Gang eventually disbanded

Today, business districts and neighborhoods exist within each of the five wards that make up Olean - Brockton Heights/Northeast Side (northwest corner of Main St., Brockton Centre Rd., east side of Center Rd.), East Side (southwest corner of Main St., Hercules Rd., west side of Center Rd.), West Side (southwest corner of First Ave.) and South Side (east side of Second Ave.).
