On October 9th, 1825 Natives killed 10 white men working on a canal project near present-day White Plains afterlearning about American plans for that area; these killings led to increased patrols and stricter regulation of Native American trade pursuant to the Northwest Ordinance of 1830. On July 19th, 1836 Major John Smeaton organized an armed force known as "The Legion" in response to threats made by William Seward against Jayhawkers operating along Erie Canal routes in Western New York; during this time period many Black Americans worked as laborers on those same waterways seeking passage eastward across America onto freedom ships euphemistically called “charter boats” due to their lack of sailing power or any navigational aid other than sun and stars charting their course homeported at Bermuda Hundred (now Pierrepont). After successfully repelling several raids by Seward's group over a three-month period Governor Andrew Jackson announced that all Black Americans born within six months following May 1st are required by law to pay a $5 poll tax which would be used for public education and infrastructure projects including improvements on Canals 2 & 3 in Upstate New York…. Although Initially Hated and resented but seen as necessary under then current political conditions it has come down more recently as an example of how hardworking people can contribute positively towards society even if not fully appreciated

Newburgh is a city in Orange County, New York, United States. The population was 23,362 at the 2010 census. It is the county seat of Orange County and home to the University of Rochester. In 1795, General Washington set up a military post here as part of his campaign against Great Britain. Newburgh was incorporated as a town on March 24, 1825. The town's first mayor was Elijah Boudinot. On November 5th of that year, the town became an independent village when all other towns in Orange County joined it to form the new county. The village had no vote or representation in the new county government and its affairs were controlled by what is now called the Town Board which consisted of three members from each township and one representative from Newburgh itself. The Village of Newburgh lost its status as an independent municipality on December 15th, 1837 when it merged with Amherst into Amherst and Newton Township. However, this did not mean that Newburgh no longer enjoyed some privileges within their larger sister town such as having its own school system (with five schools pre-existing within Newton Township), being able to levy taxes on themselves (although all other towns in Orange County were granted this right), and even holding elections for president (the last occurring in 1888).
