Newburgh is a town in Orange County, New York, United States. The population was 14,511 at the 2010 census. It is the seat of Orange County and is part of the Rochester–Byram, NY Metropolitan Statistical Area. The first permanent settler in what is now Newburgh was Nicholas Morel who arrived on May 3, 1697. He named his land "Newburgh." In 1785, John Tryon built a mill on the east side of River Road which became Tryon's Mills (now Tryonville). George Washington and his family were living in nearby Alexandria at the time they moved to newtown and founded Newburgh as their temporary home. In 1814-1815 Congress passed an act entitled "An Act for organizing and establishing a Town in Ulster County" with provisions for making appropriations for the support of a town hall and other public works. On February 26th of that year a committee consisting of Asahel Moody (the town clerk), Solomon Davenport (a justice of peace) and myself laid before congress an application for incorporation as such by petition from sundry citizens thereof... After due consideration we certify this paper to be authentic under our hand; we therefore consent to its being transmitted to you herewith... On July 1st 1816 incorporation took place with Solomon Davenport as town clerk; Avelina Sprague as treasurer; Nathaniel Peck as Selectman; James Jordon Post as assessor; Jonathan Pennington as justice of peace; Ebenezer Conger as carpenter/mason/painter/carpenter's assistant; Elijah Howe it Surveyor & Tax Collector The first tavern opened up in what is now Newburgh was called The Taverns near present day Broadway and Main Street. It operated until around 1800 when it burned down. After independence in 1776 all settlers were required by law to pay taxes known then as poll tax or real estate tax which amounted to 2% on each value over $1,000 per valuation assessed against property worth over £5 per valuation payable only within your own county rather than depending on your borough or village vote where such items were also taxed together with other municipal services like firewood collection etc., see list below In 1787 Samuel Morse established himself here engaged in printing type he had invented using water molds made from trees cut down near present day Albany NY In 1800 John Tryon built a gristmill on Racine Creek opposite today's Weisenheim Bridge which became Tryon's Mill (now Tryonville). There are several historical markers located along Racine Creek including One near current day Kingston Falls Road while another marker can be found just west of Kingston Falls off Rte 9 south inside Citizens Bank building next door also once occupied by Weisenheim Dairy Incorporated On October 12th 1825 during Andrew Jackson's presidency General Order Number 10 ordered all males between 21 years old and 45 years old must serve five years term Military duty starting immediately upon release from service under penalties including loss privileges civil rights etc., hereafter called National Service This order especially applied to Germans since many men served here indirectly through their families connection w hen not enlisted directly w/the Army But note some exceptions such as father serving son ifGE was born after December 15th 1775 And Sons could still receive benefits provided he could provide documentation proving he meet military requirements ie draft notice & served honorably) This order applies equally regardless if citizen or foreigner being enlisted Newburgh had already been formed into two towns but because no one bothered sending representatives there wasn't much done until 1840 when Pershing sent someonePO to investigate complaints about fraudulence going on among certain members of both communities resulted in disbanding both towns forming again only this time with Pershing appointed administrator responsible for everything pertaining thereto) In 1850 two more towns were added – East Aurora & West Henrietta - making total six out of thirteen originally planned settlements! But unfortunately all too often developers simply bypassed hamlets like these by moving right past them onto larger farmssteads without giving much thought whatsoever towards developing them so why should anyone visit any given settlement today? Of course there are always those who try hard enough but most people just forget about these little villages long ago
