The name "New Rochelle" was given to it by Loyalists who had fled British rule in North America during the American Revolution. The first settlers were Dutch and French Huguenots who arrived from what is now Belgium in 1624. They named their settlement after Rochambeau, an officer in Louis XIV's army who helped drive the English out of Canada in 1660. The first post office was established in 1701 and the first school opened in 1702. During the 19th century, many new settlements were founded around New Rochelle: Greenpoint (1825), Mount Vernon (1827), Valhalla (1830), Aberdeen (1835), and Great Neck (1840). In 1845, John Fenton built a dam onthe Hudson River which became known as Fenton's Falls; this led to increased development around New Rochelle and its environs. In 1908, following annexation of Yonkers by New York City, much of what are now east Harlem andWest Side Manhattan were annexed into New Rochelle as well. East Harlem formed a separate municipality until 1965 when it merged with Brooklyn to formBrooklyn/New York City. In 1990, within Borough of Manhattan following the passage of Community Reinvestment Act Amendments No 2 & 3 which gave more control over spending within NYC's cities through local government elections than had been granted before via state government agencies such as NY State Department of Economic Development - also administratively part ofNYC - all but two Townships located within Bronx county were transferred from Bronx County to Queens County effective January 1st 1991 thru December 31st 1992 pursuant to re-creation/reorgestimation process set forth hereinbelow under certain specific terms & conditions thereof... [all] except for one 6 hectare lot located east side OF Highbridge Rd., north Of Main St., bordering On Maspeth Park Preserve...] situated Within boundaries Set Forth Below concerning said One 6 hectare lot located east side OF Highbridge Rd., north Of Main St., bordering On Maspeth Park Preserve... according to provisions hereinabove set forth such transfer resulted from reapportionment process used thereinunderto reflect changing demographics & needs resulting from recent growths taking place therewithin...
