In 1922-23, developers proposed building an expressway through what is now Dutchtown Township; however, this plan met with opposition from residents who felt their villages would be destroyed if Route 9 were built through their neighborhood. In 1941-42, following World War II when Manhattan's growth caused traffic congestion on Staten Island and elsewhere in Brooklyn and Queens, Mayor James Fenton commissioned engineer Jens Kappen to study plans for expanding rail service into lower Manhattan via new tunnels under downtown Brooklyn; Kappen recommended that a bypass route be constructed through Dutchtown instead which would have allowed trains to run directly underneath commercial buildings without going around them. This proposal also received support from Congressman George Hearst who saw it as an opportunity to improve transportation links between Lower Manhattan and his constituents on Staten Island while avoiding east–west traffic jams on Broadway stretching from Union Square up until Grand Central Terminal (then known as "the heart" of NYC). On December 3rd 1940 – less than one year after President Franklin D Roosevelt’s inauguration – Governor Alfred Ewing approved construction of these new tunnels beneath downtown Brooklyn beginning with Phase 1 which connected Atlantic Avenue in Downtown Brooklyn with Flatbush Avenue in Park Slope (now Prospect Park). Although initially opposed by many community members because they feared possible destruction or loss of homes along with jobs for locals due to increased traffic levels associated with tunnel construction – especially during wartime – eventually many residents came to see reason for such development since it would provide new transportation options which could relieve some current subway conditions including long wait times for passengers undergoing transfer onto different lines at different stations throughout cities like Midtown Manhattan or Times Square; furthermore potential benefits such as more efficient Gridlock management hours resulting in decreased emissions levels coming out of Lower Manhattan cityCenter) Aftermath: After years of public hearings and protests led by local organizations like “The Green Preservation Society”[1] progress slowly been made towards constructing Phase 2 [which includes trenching down existing streets], but ultimately failed due to lack funds + political pressure from powerful interests – most notably real estate mogul/Mayor James Fenton (+ future Governors Eliot Spitzer & David Paterson)[2] On October 15th 1951,[3][4][5] two days after Attorney General Robert Kennedy's assassination,[6][7][8] Mayor James Fenton announced that all privately owned handguns must be surrendered immediately or face confiscation[9]. This measure followed word thatKennedy had been shot near Coney Island beachfront just prior to his plane being assassinated Flight 93 minutes later outside LaGuardia Airport only miles away from where he lived and worked[10]. Due largely to NRA influence gun lobbyists successfully lobbied against any similar measures across America subsequent mayors have adopted much more stringent laws regulating firearms - although no handgun confiscation ever took place again following JFK's death
