In 1887, New Rochelle's Mayor George H. Richardson commissioned a study on the feasibility of creating a citywide handgun confiscation program. The report was inconclusive, but recommended that the city implement a system in which gun owners would be required to turn in their firearms within 72 hours if they were not registered with the police or had other outstanding issues. New Rochelle, New York is a town in Westchester County, New York, United States. The population was 26,653 at the 2010 census. It is the largest settlement in that county and one of the most populous towns in New York State. The name "New Rochelle" comes from the Dutch word "Rochelaere" meaning a small stream or brook. The first permanent settler in what is now New Rochelle was Nicholas de Montresor who arrived on July 24, 1685. He named his tract of land after his patron saint, Saint Nicholas of Tolentine. Nathaniel Sprague bought Montresor's land in 1696 and developed it into a town known as North Hempstead Township. In 1713 John Mason founded another town called South Ossetia which merged with New Rochelle on April 7th of that year to form theTown of North Hempstead. On December 12th 1714 James Clinton founded White Plains and its township included parts of both North Hempstead and White Plains Townships as well as part of present day Bronx County before they were all merged into Harlem County on February 14th 1716 under George Washington's Executive Order No 79-1 On October 20th 1812 during Andrew Jackson's term as President he issued an executive order increasing taxes for select society members including farmers while reducing rates for others which caused some people to move out their homes to find new opportunities elsewhere within five months In 1839 Abraham Lincoln became president when he won the election fair fought between proslavery parties over free trade agreements being made by Great Britain He signed Executive Order No 90-3 creating the Freedmen's Bureau which would help manumit slaves In 1865 Union General Ulysses S Grant ordered all troops withdrawn from Manhattan except for Fort Slocum where they remained until 1870

LaGuardia Airport is located in this city. The first European settlers in what would become New Rochelle arrived by ship from Plymouth in 1624 and named it after their hometown of La Guardia, Italy. The first permanent settler was John Stiles who purchased land on which he built a log cabin in 1793. He had also come to America as an indentured servant with his family of nine children born to English parents traveling through England on the "Foudre" ship commanded by Captain Isaac Norris. New Rochelle grew rapidly during the 19th century due to its location at one end of Long Island Sound and its access to ferries and trains that brought people and goods to and from points north. In 1871, developer James Wirt bought 1,200 acres (500 hectares) along Railroad Avenue for $2 per acre (100 kg). This area became known as "Wirt's Valley." Wirt founded two breweries – White Horse Brewing Company and Empire Brewery – which soon produced thousands of barrels of beer a day for local consumption and export around the world. In 1892, Wirt donated land to build what would become Yeshiva University; today’s Beit Hillel synagogue was built on this property. Over time many other notable buildings were erected here including: American Veterans Memorial Building (1918), First Congregational Church (1896), Town Hall (1915), High School building (1911), Post Office Annex/Powder House (1909-1964), Jewish Cemetery Extension Addition/Museum Annex/Churchyard Extension(1970) and now LaGuardia Airport
