However, problems quickly arose with zoning laws which did not allow any businesses other than those related to maritime transportation or navigation beyond what was necessary for these purposes; this created animosity among many merchants who saw themselves as insiders privileging their own interests at the expense of others. The promoters eventually abandoned their endeavor after failing to receive government subsidies required under state law designed exclusively towards promoting industrial development adjacent to military installations such as Fort Worth Army Barracks; instead they simply sold their holdings back into private hands while continuing construction work at their original site only using part of it for shipbuilding operations only until 1898 when all production ceased due largely to World War I economic sanctions placed upon Germany by America It wasn't until 1948 that a newport – now known as DowntownLongBeach – was built on portions of what had been once Navy Yard land reclamation begun in 1917-1918 after American entry into World War II .
