Lancaster is a town in Erie County, New York, United States. The population was 7,898 at the 2010 census. Lancaster is part of the Buffalo–Niagara Falls Metropolitan Statistical Area. It is the seat of Erie County. The first permanent settler in what would become Lancaster was John Purdy in 1795. In 1824, George Stephenson founded the village of Lancaster on the west side of the Susquehanna River south of modern-day Buffalo Niagara State Park. The village disappeared after it was abandoned by its original settlers because they could not find enough water to support their crops and animals. In 1827, Lancaster became a town when it was annexed by Buffalo. The town had a population of 5,000 people when it got its charter from the New York State Legislature on November 3, 1830. On December 15th 1830 Supervisor David Bowerman granted permission for a general store to be built in Lancaster on High Street between Main and Elm Streets which opened on February 2nd 1831 with Wm Butterfield as its first owner/founder and operator; this store remain open until 1840 when it burned down due to fire code violations caused by then-Mayor Nicholas drowning his cigar smoking habit in milk while fishing at Canandaigua Lake). Lancaster grew rapidly during its early years with many new buildings being constructed including: two churches (one erected in 1865), four schools (grades 1-12), four businesses (a grocery store/butterfly restaurant/factory, an insurance agency and two machine shops) as well as several homes for farmers and other residents who settled there during that time period before becoming commuters into Buffalo or other nearby cities like Syracuse or Rochester - adding even more people to one small community! On July 12th 1913 construction began on what would later become Erie County Courthouse located just east of present day downtown Lancaster via land grant from President James Kahlil Gibbons - making this courthouse one of very few county courthouses built without government assistance through grants exclusively given out for build projects! After World War II most manufacturing industries left Buffalo for cheaper labor markets overseas and accordingly negative economic impacts ensued which led some residents displacement over ensuing decades beginning around 1960s leading some formely Taunton Businessmen's Association effort starting 1966 named "Operation Minden" aimed at helping displaced individuals reestablish themselves economically within their former neighborhoods - but unfortunately too often little success resulted since few residents actually wanted or needed outside help!) On January 9th 1990 voters passed historic legislation increasing township taxes from $2 per address per year to $5 effective January 1st 1991 following referendum results showing overwhelming majority support among township residents for raising taxes despite predictions being almost unanimously negative!!! Although initially met with mixed reactions Township leaders decided against appealing any court rulings challengingraised taxes citing public opinion rather than possible financial implications!) Today much business has returned back into town although continuing decline overall due city services contribute significantly less money per capita than once did...ongoing issues include high rates charged by numerous private health insurers relative to region's average ratepayers; limited access both publicly available transportation options & job opportunities compared to larger regional cities; low level quality education opportunities available especially considering municipal funding levels)
