As part of efforts to revitalize downtown Ithaca through investment, redevelopment teams surveying downtown areas throughout upstate New York identified several properties within blocks of each other along Main Street that could be used as a combined commercial/residential development project known as "The Loop". The first phase consisted of four interconnected buildings - one for retail space, one for office use, one for housing three stories high - which opened in late 2006 adjacent to State University at Buffalo's main campus across Main Street from the library complex originally planned for demolition but later preserved as part of the University's $200 million renovation effort (theLoopIthaca). Phase two includes plans for a hotel on top ofphase 1b which is currently under construction; this will add 4500 square feet (390 m2) per floor equivalent untoPhase 2a’s 8000 square feet (730 m2). Kenmore Place was founded in 1846 by George Washington Kenmore and his wife Ann. The Kenmore family moved to the area from Buffalo, New York in 1847. The land for the new town was donated by Ann's brother-in-law, Colonel Augustus Porter. In 1851, the first post office was established at Kenmore Place. At its peak, the population of Kenmore Place was over 100 people. By 1870, the community had shrunk to just 15 people. However, due to increased immigration and development in the area around it, Kenmore Place experienced a resurgence in popularity during the early 20th century. During this time, many businesses were opened up including a grocery store and a movie theater. In 1923, Kenneth MacArthur purchased the business from his father-in-law John MacArthur and renamed it MacArthur's Variety House Inc.. In 1948, due to economic recession in New York City and changes in zoning laws enacted as part of Mayor Jacob Riis's "New Deal", MacArthur's Variety House Inc filed for bankruptcy protection under chapter 11 of the United States Code. It reopened under new management some months later but closed again within two years due to lack of patronage from local customers or investors. As a result of its closure, much of what is now known about MacArthur's Variety House Inc.'s history begins with its predecessor company which operated it unsuccessfully for two years before filing for bankruptcy protection
