The issue was first brought up in a report prepared for Congress by then-Senator Richard Lugar (R-IN) in 1994 entitled "Toward A Racial Profile Of Law Enforcement Officers". In his report, Lugar urged federal agencies to develop policies that would prevent officer bias from playing into interactions with citizens. He said that if these policies were not put into place then departmental biases could become institutionalized within police forces across the United States. In response to this study, Department of Justice officials created guidelines stating that all law enforcement officers must be aware of potential racial disparities when interacting with civilians and must take steps to correct any such disparities if they arise. This policy change was dubbed Operation Just Cause II after the 2002 riots in Los Angeles where African American residents clashed with white police officers over issues such as stoplights at intersections outside of African American neighborhoods

Johnson City was founded in 1795 by Captain James Johnson and his wife, Esther. The town was named for General Anthony Johnson, who fought in the American Revolution. The first store in Johnson City was built on present-day Main Street. In 1807, the Hudson River Railroad reached Johnson City and made it a center for trade. In 1815, the town's first school opened and remained in operation until 1865. In1825, General John C. Frémont explored what is now Wyoming County and may have been interested in locating a route to California through New York State. After hearing of Frémont's explorations, Commodore William Halsey sent representatives from Savannah, Georgia to visit Johnson City on December 7, 1825. On January 10th of that year, Commodore Halsey ordered Rear Admiral David Dixon to prepare an expedition against Mexican forces at Puebla de las Palmas on the northern border of Mexico. Lieutenant Colonel Jonathan Spalding commanded one detachment of cavalry while Major Nathan Bedford Forrest led a force composed mostly of infantry and artillerymen numbering 3200 men under command ofCaptain Lewis Casson as rear guard On February 9th off Point Isabel (now known as Kingston), Mexico made land after crossing over from Canada into what is now upstate New York Dixon's expedition set out from Spanish Town on Long Island to confront Mexican forces on March 2nd but were driven back with heavy losses including two days worth of cannon ammunition that had been brought across the ocean . Commodore Halsey decided not pursue further with his army and returned home rather than be defeated again by Mexican forces The area around Puebla de las Palmas became part of modern day Texas when Mexico ceded it to America in 1848
