In 1896, Johnson City passed an ordinance imposing prohibition against alcohol sales within its limits and became another early example of community self-government under Prohibitionist auspices; this began what would be an intermittent but intense struggle over control of this important economic center between organized crime syndicates linked to bootlegging interests while individual residents battled each other for control over key resources like water supply or access to marketshare." What followed were years of growth marked by dramatic social changes brought about by waves of immigrants - many from Russia - swelling the city’s population from around 1,000 in 1903 to 10,000 by 1916 before reaching 20,000 by 1924 following passage of Prohibitionism’s first nationwide law regulating liquor traffic."
