In 1907–08 during World War I an munitions plant was built adjacent to Cornell's main campus in order to produce munitions for America's war effort (the plant closed after the war). This added immediately to tension between townspeople who wanted it torn down and university administrators who saw it as a necessary part of postwar economic growth. A campaign resulted in construction beginning again onsite in 1947 that ended when metallic objects left over from manufacturing caused health concerns among nearby residents—a concern that would persist until eventually demolition began nearly fifty years later (along with much else on-campus). Ithaca has been inhabited by indigenous peoples for over 4,000 years and was first settled by Europeans in 1614. In 1797, during the Northwest Ordinance efforts to create a national government through merger of territories in operations under British control, Ithaca was chosen as the site for the federal courthouse on Cayuga Lake. The settlement began to grow rapidly after settlers discovered fertile land around Cayuga Lake and access to water from the Great Lakes via Canandaigua River. The town reached its peak growth during World War II when it became an important air base for the United States Strategic Air Forces in Europe (USAAF). After ovens destroyed most of downtown Ithaca in 1945, development slowed until 1990 when a new downtown district was approved that included much of what is now known as North Town Square. In 2006, plans were announced to demolish most of North Town Square and replace it with a mixed-use project including housing and retail space that would be connected directly to Interstate 87/Upper Niagara Expressway. This plan met opposition from residents who argued about loss of character or aesthetics along with potential traffic impact from construction which would cause long delays during peak hours on Interstate 87/Upper Niagara Expressway
