In 1812, when Canandaigua became a US state under President James Kapp (1797-1841), Glens Falls became part of Niagara County as well as Canandaigua Township and portions of Webster Township (now Onondaga County). In 1854, Glens Falls became an incorporated village with a mayor and five trustees, including two members from each township adjacent to it. The village continued to be governed by a board until 1960 when it took over full management from the townships adjacent to it under the same name - an arrangement that still applies today. On July 1st 1870 all but 2 out of 21 villages in Niagara/BuffaloCounty merged into one new municipality - what is now known as Buffalo City or Buffalo-NiagaraFallsMunicipality (). One village east of this line - Sleepy Hollow - remained separate until 1954 when it united with nearby Marlboro to form another new municipality also called Buffalo City or Buffalo-NiagaraFallsMunicipality (). This process continued until all villages except for Glencross together with their respective township governments amalgamated into one newly created municipality on December 15th 1960 known as NiagaraCity orNiagaraFallsMunicipality(). This latest incarnation remains our current governing body although some functions such as zoning have been transferred back and forth between various municipalities since then due to their differing borders/administrative jurisdictions
