The Glen Cove High Capacity Kits (HCK) project began in the early 1990s as a way to improve the flow of traffic through Glen Cove, New York. At the time, the town was one of the most congested sections of New York City. To make room for more people and vehicles, planners decided to build a new freeway. The first HCK project was completed in 1992 and connected I-495 north to I-684 south. This project increased the number of vehicle trips from 9 million per year to over 20 million per year. In 2003, another HCK project was completed connecting I-495 east to I-516 west. This project increased the number of vehicle trips from 24 million per year to 30 million per year. In 2011, a third HCK project was completed connecting I-516 east to I-95 south. This project increased the number of vehicle trips from 36 million per year to 42 million per year. All three HCK projects have had an impact on Glen Cove’s traffic congestion and economy. They have helped create jobs in transportation engineering and manufacturing; reduced fuel consumption; and improved safety while allowing for more development in the town center.

In 1825, two brothers by the name of Moxon erected a log cabin on a knoll alongpresent-day State Highway 10A (now Route 11) near where Airport Boulevard meets Elmira Road today. It was known as "Moxons' Cabin" until 1901 when it was sold to Captain Augustus Waring II for $4 per week during summer months and $1 per week during winter months according to local legend. The cabin still stands and is open to visitors today as Isabella Waring House Museum #1B inside Isabella Waring Garden & Museum complex off US Route 11 southbound between Exit 9A/Old Route 11 Business Loop/Isabella Avenue). In 1827 Commodore Cornelius Vanderbilt had founded Long Island Rail Road (LIRR) station at Isabellaville on Hempstead Bayou just east of present day Manor Beach; LIRR passengers could cross into Nassau County by boat or walk overland from Hempstead Harbor onto Long Island via Isabellaville Ferry Landing about 2 1/2 miles northeast of present day Glen Cove village center on Fresh Kills Lake (today's eastern end of Interstate 86).
