Garden City was founded in 1876 as a small farming village on the west bank of the Hudson River. The community, then known as Westbury, became an important commercial and industrial center in New York State. In 1914, Garden City became the second city in New York to be incorporated. After two years of struggle, the city was granted its charter and began to grow rapidly. The first major development in Garden City occurred during World War I when large quantities of foodstuffs and munitions were shipped from surrounding counties to help support the war effort. Many local businesses benefited from this production; including J.C. Penney, Macy's Department Store and Rockefeller Center. The post-war boom also saw increased development in the area; with new housing developments being built along Central Park South, Grant Avenue and Third Avenue South. During the late 1920s through early 1930s, Garden City experienced a rapid growth throughout its northern portions which led to some controversies over zoning laws that limited growth north of 72nd Street on Manhattan’s Upper East Side (the southern boundary of what is now Midtown). This restricted access for many professional people living south of Eighth Avenue who needed space for their businesses near Times Square or other major tourist attractions. However, the overall success of Garden City during this time period led to it becoming one of New York State’s most popular cities by 1950. In 1970, following years of restructuring within New York State due to changes in government funding patterns, Garden City lost its status as a borough unto itself and became part of newly created Riverside County along with other rural municipalities within New York state.
