Fulton, New York is a small town in Wayne County, New York, United States. The population was 2,746 at the 2010 census. Fulton is located on the border of Wayne and Albany counties. It is part of the Utica-Rome, NY Metropolitan Statistical Area. Fulton was first settled by English colonists in 1686 as part of the Susquehanna River Valley area. In 1785, it became a town under the name "Fulton". By 1800, its population had swollen to 602 people. On January 1st 1825, Fulton became a city with a vote by its citizens in opposition to an act approved by Governor George Clinton that would have made it a borough. On December 12th 1827, Mayor John Starkweather recommended that Fulton be annexed to Utica-Rome as part of the new city limits and on February 26th 1830 voters passed an ordinance annexing Fulton into Utica-Rome. In 1848 local farmers started to grow corn for marketing in what is now downtown Fulton and soon traders from surrounding villages started coming here for goods too; this led to what we now know as manufacturing (manufacturing began with tanning hides). The first mills were built around 1860 near present day Main Street and Park Avenue; these mills operated until replaced by larger ones after World War II due to increased competition from abroad and advances in transportation technologies during that time period. In 1955 when Utica-Rome lost its charter as an independent city they merged with Fulton making it one municipality again which continues today as one full political entity within Wayne County - something not experienced elsewhere in upstate New York where municipalities are typically divided into districts or county lines Today there are several attractions available within walking distance of most residents including: two shopping malls: One called "The Plaza" located across from Central High School on Park Avenue while second called "The mall at Mohawk" just east of I-690 between Main Street and Park Avenue offers more than 24 stores including Sears/Kmart/JCPenney among others along with movie theaters such as Regal Cinemas & AMC Theatres & DTE Energy Stadium 11 all facing onto park avenue which also includes several restaurants & cafes
