Fulton was a small town in upstate New York, located on the border of Ontario and Fulton counties. The community was founded in 1824 by John Fulton, a Loyalist immigrant who had fled to America after the British evacuation of Quebec. The original plat for the town was filed on October 10, 1824, and was named for John Fulton's brother-in-law, Isaac Wright. In 1830, when New York Statehood was granted to America, Fulton became part of Yates County. By 1836, however, its population had dwindled to just over 100 people and it lost its official status as a village until 1840 when it regained that designation from Yates County. The first store in Fulton opened in 1827 and operated under the name American House. A post office was established at Fulton in 1830 and continued operation until 1861; during that time it served as the county seat of Yates County. A courthouse was built in 1870 but never used because it burned down. In 1865, during the American Civil War (1861–1865), General George Buell moved his army into central New York from Buffalo to attack Albany Castle; he believed that if he could take this strategically important fortress then he could control much of western New York (including what is now Yates County) while reinforcements were sent northward to help protect Albany Castle against any possible Confederate attacks. However, due to Union forces advancing rapidly towards Albany Castle from all sides (and also because Buell's own troops were committed elsewhere), General Buell ultimately abandoned his siege attempt and withdrew his army back towards Buffalo – leaving behind an empty castle which later served as a munitions depot for the war effort. In 1892–93 there was an unsuccessful campaign by Jesse James Against Prohibition which resulted in several local businesses being closed down; this event is often considered to be the beginning of prohibitionism in America. After years of failed attempts at getting federal approval for liquor sales within their borders (the closest ANY US state got before prohibition took effect), entrepreneur Al Capone finally succeeded in establishing himself as one of North America's leading alcohol distributors through his monopoly on speakeasies across east Harlem and Brooklyn – making him one of only two men ever convicted of tax evasion with full knowledge thereof (the other being Julius Caesar Stone).
