In 1865, following passage of the Morrill Act – which repealed many textile tariffs – Elmira experienced another period of growth caused by new investment and entrepreneurship. However, these days there is little evidence that Elmira ever truly recovered from its post-war slump. Today it remains an abandoned community with few active inhabitants; however, its history remains largely unknown to most people living within its boundaries
On November 5, 1814, the population of Elmira, New York was 2,500. The town was founded by John Ellis and others in 1796 as a small trading post on the river between Utica and Rochester. In 1814, the town had 4 square miles and a population of only 100. It grew rapidly in the 1830s and 1840s due to its location along the Erie Canal and its access to raw materials from out of state. By 1860, Elmira had 12 stores and 120 residents. The town's importance declined during the Civil War but it recovered in 1865 when the canal was finished. In 1862, Elmira became a city under New York City law.
