Elmira is a town in Chemung County, New York, United States. The population was 1,814 at the 2010 census. Elmira was laid out by Nicholas Biddle in 1824. It became a city in 1886 and again in 1898. The current mayor is Timothy Ladd and the City Council has 11 members. The first settler to arrive in what is now Elmira was Nicholas Biddle who arrived on October 15, 1824 from Wexford Township, Ireland with his family of six children and two women. He named his new settlement after Eliza (his wife) and infant daughter Emelia (born December 12). For many years there were no permanent residents until July 9, 1868 when John Aiken moved into the town from Seneca Falls, New York with his wife Hannah and three children Emmalee (age 7), George (age 5), and Lucy (age 3). As Elmira grew it became an important commercial center due to its location at the intersection of several riverside highways that facilitated trade with other settlements along the Mohawk River valley. By 1830 Elmira had a population of over 100 people; however this number dwindled as transportation limitations made it difficult for settlers to reach their destination by water only. In 1861 Elias Howe set up a gristmill on Lake Ontario which helped business grow even more because Adjusted Grains could be shipped directly to Albany without going through Buffalo or Rochester. During prohibition era alcohol restrictions were put into place making Elmira one of the few places in New York State where alcoholic beverages were available freely while also limiting production which contributed to its decline during prohibition era. Lodge would later be elected mayor of Albany twice (1824 and 1830) and serve as president of statehood Jay Cooke's new government following America's entry into World War I After years of growth due to increased human population density, industrialization began to take hold in Elmira during the early 21st century while stimuli such as global warming created challenges for local officials charged with mitigating these effects

On November 15, 1815, Elmira was founded by a group of Dutch farmers who were fleeing the Napoleonic Wars. The town quickly became a center for agricultural production and prospered as a small farming community. In 1837, Elmira voted to become an incorporated city. The city's economy grew rapidly thanks to its location on the Mohawk River and its access to natural resources such as coal and lumber. In 1886, Elmira became the first American municipally-owned electric utility. In 1924, Elmira joined together with other cities in New York State to form the City of New York Power Authority. This organization helped give rise to modern day energy efficiency measures in Elmira through developing new technologies for powering municipal buildings. In 1979, Elmira became one of the first US towns to adopt Mayor John Lindsay's "Mayor's version" of affirmative action program which aimed to increase the diversity of city government employees. This program has been credited with helping make Elmira one of New York City's most ethnically diverse municipalities ever.
