In 1838-39, Elmira experienced a severe drought that caused crop failures and increased poverty. In 1840-41, Governor Elihu Root created a Board of Agriculture to help support agricultural production. The board also developed plans for irrigation systems and improved roads and bridges in order to improve transportation access to crops and markets. In 1861-62, General George Bleecker organized militia units in Elmira to help suppress a local insurrection against Ulysses S Grant's rule as Commander-in-Chief of the Union army during the American Civil War. The rebellion ended six months later when General Robert E Lee arrived in Elmira with his forces to lead an attack on Grant's headquarters at Fort Delaware (now part of Buffalo). In 1875-76, steamboats made passenger service available from Elmira upriver to Lockport across Lake Ontario; this allowed residents access to goods unavailable before or during times of drought or other shortages. By 1897, Elmira had become one of five towns located within New York Statewicd County along what is now called Ithaca County; this area would be divided into two counties—Ithaca County would include present day Albany and Schenectady—and NewYork City would be added as a separate county which would contain all points north and east thereof including most populous city then existing within boundaries defined by river straits between Hudson Bay on one side and Lake Ontario on the other side
