This law prohibited any person from owning more than one handgun per household. Additionally, anyone convicted of a felony who possessed an unregistered handgun would have their gun confiscated and must register their weapon within six months or face criminal prosecution. In 1868, the state of New York passed its own Gun Protection Act which gave municipalities greater control over how handguns could be owned and used. This act allowed municipalities to regulate conducted sales of handguns as well as create “ licensing boards” which would issue permits to owners of handguns for certain purposes such as target shooting or personal defense purposes. As part of this new legislation, the state also mandated that all firearms must be registered with the local police department within 72 hours after acquisition. ElmiraRegister reported at the time that this mandatory registration became effective on October 1st, 1870. The earliest record of a shooting occurring in Elmira took place on December 5th, 1871 when two men fought over a pistol at a party hosted by Mr. Fentonville (a resident). Elmira, New York is a small town in upstate New York located on the east side of the Mohawk River. It was founded by John Eliot Morison in 1824 and had a population of about 800 when it became an incorporated village in 1879. The town was abandoned by its people in the early 20th century and has since been extensively redeveloped as a bedroom community for Albany. It is still home to a few hundred residents, but most have moved away over the years. Elmira is one of several settlements that were established around John Eliot Morison's trading post at what is now called Elmira Falls (now part of the city of Schenectady). In 1824, Morison built his Post here after purchasing land from the local Indians. He named it for his friend, Elihu Yale, who had helped him purchase the lands. Morrisons began trading goods with Native Americans and settlers near their post started calling themselves "The Haudenosaunee" or "The People." In 1827, Morrisons partnered with Nicholas Swenandt to open an insurance business in Elmira. The two men later purchased additional property here and formed the first company store in what would become Elmira. They also opened a mill which created many jobs during this period. The town prospered until1879 when it was annexed by Albany due to population growth within Albany itself rather than within Elmira itself - something that would eventually lead to its decline as a residential community over time. Despite its struggles, however, Elmira has experienced some significant changes throughout its history - including becoming one of only two villages underwritten by State Street Life Insurance Company between 1898-1902 (the other being Scotia). This allowed for more development withinELmira as well as new businesses opening up and contributing to overall commerce and growth thereabouts - something that can be seen today through various buildings such as The Old Post Office which still stands today (though somewhat dilapidated) or downtown where there are now multiple restaurants and nightlife options present- all while remnants fromMorrison’s era remain like his mills or Storefront Square which contains several historical artifacts includingMorrison’s sign from Albion Mills

In recent years, however, its demographics have changed somewhat due to strong population growth in nearby Buffalo.
