Elmira, New York is a small town in the Town of Sleepy Hollow located in Monroe County, New York. The population was 3,711 at the 2010 census. It is part of the Syracuse-Orleans, NY-NJ-PA Metropolitan Statistical Area. The town was first settled in 1795 by German immigrants and remained a predominantly German community until after World War II when waves of Italian and Irish immigrants arrived. Elmira has been majority English since then. Elmira is located on the eastern bank of the Oswego River and shares boundaries with Leroy Township to its south, Clinton Township to its east, and Oneida County to its north. The river forms the town's largest body of water and gives it its name; Elmira means "rapids" or "fluid". The original land that became Elmira was mostly swampy territory which drained by several rivers including the Oswego and Mohawk Rivers. In 1807, businessman Nicholas Brainard donated 375 acres (190 hectares) to what would become Elmira for a public school district. The area now includes much of what is today downtown Elmira as well as parts of Leroy Township, Clinton Township, Oneida County and southern Niagara County. In 1879–1880 developer Augustus Kelley donated 5 blocks (Block 1-5) in what is today Downtown Elmira for a city hall building; this block still stands adjacent to City Hall Square today. A year later he contributed an additional 10 blocks (Blocks 6-10) which are now Midtown Elmira Commercial Street between Broadway/Route 9W and Ballston Avenue/State Route 24N. This donation allowed early developers to build many high profile businesses such as WUSA Radio Corporation's parent company GEICO on Midtown streets near State Routes 24N & 9W within walking distance of their properties - making it one of America’s earliest “urban cores” developments! In 1907–1908 developer George Haggerty donated an additional 20 acres (8 ha) towards building new civic center across from present day Main Street – once again allowing early developers easy access to key square footage within minutes' walkon foot along two busy commercial corridors – making it one of America’s most important downtown development efforts EVER! Today only two remaining blocks out total remain undeveloped: Block 11 opposite Main Street on Park Ave., & Block 12 off Grandview Ave., both bordering Onondaga County! These areas have seen significant redevelopment over time including new homesites being constructed on mostly former industrial sites within walking distance from current city hall buildings – further evidence that downtown Elmliras remains some Of Americas Most Active Business LocationsToday! note: All parcels mentioned herein were either donated or developed through various business ventures over time
