On November 3rd, 1847 a public meeting to organize a school district was held at which time James Hickey became the first President of the Board of Education for what is now Elmira-Oneida Valley School District #2 On March 15th, 1870 Elijah Hicks died suddenly while en route home from work on his farm near present day Elmira. He had been an important resident of this town since its earliest days and his death deeply affects all who knew him. This event marks one step towards developing what is now Elmira into a great city today A new City Hall building was completed on December 11th, 1896; it served as the headquarters for many years for both city government and local businesses before being moved to its current location on Main Street in 1998 . In 1847, when Railroad President James Kapp announced plans to build a railroad through Elmira, citizens fought successfully against the proposal with petitions and speeches. The railroad was finally built in 1853 and changed the course of town history by bringing new jobs and residents into town. The current downtown district was developed primarily during World War II as an industrial area due to its proximity toairports and munitions plants. However, since 2000s there has been growth in tourist businesses such as art galleries, restaurants and nightlife venues.
