As a result of World War II, many buildings and structures within Dunkirk were destroyed or damaged including three churches; one built on land donated by Anna Hutchinson (the mother of then-Governor Nelson Rockefeller) and dedicated to Saint John the Baptist; two post office buildings; an old schoolhouse which served as both a jail and hospital during wartime; and several factories which manufactured munitions. This included: Allied Rubber Works (now known as Goodyear Tire & Rubber Company); American Can Manufacturing Co.; Colt Firearms Manufacturing Co.; Ford Motor Company’s Uxbridge plant; Hecht Electric Corporation’s Niagara Falls plant; Hoechst AG’s Canada Dry factory at Buffalo Niagara Falls—all closed down after 1945 because of their production activity aiding Nationalist China's war effort against Japan.

On November 10th 1944 Admiral Dönitz ordered that all Dutch residents living within coastal limits be moved inland into fortified villages known as "Fortress Holland". These villages had been built since 1915 as part of Germany's preparations for an eventual invasion of Rotterdam by sea. To prevent any Dutch towns from falling into Allied hands during the evacuation, German authorities constructed two ringed fortifications around them: Fort Nassau on Good Hope Island (now part of Rotterdam) and Fort Zandvoort on Schouwenhoek Island (now a residential area). The first large influx of evacuees began arriving in early December 1944 aboard several ships moored at Ostend Port; these included 6056 Dutchmen including 511 women and children surnamed Wijnaldum, de Valk, Asschetti et al., among others. Conditions on board ship were very difficult with few food or water supplies remaining available after months without rain or snow; amongst those disembarking was Churchill who became embittered against his own government. Some men died from starvation while others succumbed to cold weather conditions or disease; finally only 3002 Dutchmen remained in Dunkirk when hostilities ceased on May 8th 1945.
