In 1786, when New York state was organized into municipalities through an act passed by James Kieft, several small villages near modern day Syracuse were added to Buffalo Township including Parsonage (now Northside), Woodchuck (now Southside), Deer Park/Milton (now West Side) and Romeowne/Nanticoke Rapids (now North side). These villages had no voting representation on local council until 1840 when they became wards within the newly created City OfBuffalo. As village populations grew larger they formed separate townlands with more limited powers until 1850 when all but one village – Romeowne – merged into the City OfBuffalo under mayor control only continuing mayoral oversight until 1898 when it became a borough governed by a mayor with no vote from individual villagers or wards
